This report is based on the report Stonewalled: police abuse and misconduct against lesbian, gay, bisexual and transgender people in the U.S. produced by Amnesty International USA (AIUSA) in 2005. It is based on research conducted between 2003 and 2005 which focused primarily on four very different and geographically diverse US cities – Chicago (Illinois), Los Angeles (California), New York (New York), and San Antonio (Texas). All four cities have well-documented histories of police brutality and misconduct and each has taken at least some steps to address these human rights abuses. They, therefore, provide an insight into the progress that has been made and the challenges that remain."

WASHINGTON -- When President Bush signed the reauthorization of the USA Patriot Act this month, he included an addendum saying that he did not feel obliged to obey requirements that he inform Congress about how the FBI was using the act's expanded police powers.

The bill contained several oversight provisions intended to make sure the FBI did not abuse the special terrorism-related powers to search homes and secretly seize papers. The provisions require Justice Department officials to keep closer track of how often the FBI uses the new powers and in what type of situations. Under the law, the administration would have to provide the information to Congress by certain dates."

Piestewa: A Native that just wanted to be a good mother

This morning, Indian Country pulled together to honour PFC Lori Piestewa, (Hopi) a Tuba City, AZ Indigenous woman killed while serving the United States military during the Iraqi invasion. On March 23, 2003 her Army humvee mistakenly ran into an ambush in the city of Nasiriyah and Pfc. Piestewa and her compatriots (except the now infamous Pfc. Jessica Lynch and the all but forgotten Spc. Shoshana Johnson) died as a result of the crash of their vehicle.
Indian Country does right by remembering this Hopi woman who did what she felt she needed to do. But we must start now to be honest about what it was she needed to do that led her die on a foreign soil in support of yet another American imperialist adventure. If we have any respect for this woman, her children, and her people, we must now speak to the way the United States government used her death to propagandize an illegal and immoral war amongst the American Indian community, a move that can possibly lead to more Pfc. Piestewas. We must deal with the reality that Indian Country is being used and that the abusing of the memory of this Indigenous woman is institutional anti-Indian racism in its most classic sense.
Pfc. Piestewa joined the military in an attempt to feed her family. As a single mother of two young children in a district that maintains a 50% unemployment rate in the face of Bush the Younger’s claims to U.S. economic upward mobility, Piestewa took the only opportunity available to her to provide for her family. Was she patriotically driven to serve U.S. imperialism and genocide? Only she knew that for certain. But given the conditions for Indian people in Tuba City, fiscal circumstances were a definitive factor in her choice to volunteer for the U.S. Army. Why else would a self-conscious American Indian willingly decide to add their efforts to helping White America do to others what has been as is done to us here in our own Nations.

Initially, Pfc. Piestewa’s death was reported as “the first woman killed in combat,” “she went down fighting” and the “first Native American casualty of Operation Iraqi Freedom.” While this is undoubtedly true to some extent, (according to Pfc. Lynch Piestewa did all she could to navigate though the assault until they were hit by a rocket launched grenade) initial reports liberally painted a picture of an heroic Native American warrior who emptied two magazines and fought hand to hand with the “enemy” until she was shot point blank. The mainstream Native media did their part to disseminate this image and many other within the Native community cashed in on the chips they perceived Indians gained by Piestewa’s death. We know now that she, Johnson and Lynch were severely injured in the crash and that two of them were taken to a nearby hospital where Piestewa was filmed shortly before she left this world as a result of her injuries. While briefly splashed across the corporate owned media machine, U.S., Pfc. Piestewa was quickly eclipsed by the staged rescue mission to “liberate” Pfc. Jessica Lynch. In truth, the only reason most of know anything at all about Pfc. Piestewa is due to Lynch’s insistence on the deep friendship they shared and that if there was a hero in all this it was Piestewa who tried to extricate her unit from the fray. For this she should be remembered, not the U.S. Army Press Corp talking point on why Indians should line up at induction centres to support another people’s genocide.

I find it peculiar that Indian Country is so willing to allow this woman and her family to be used in this fashion. Pfc. Piestewa is the American Indian Pat Tillman, another young person who heard the call of duty and answered with his life. A victim of "friendly fire," Tillman's relations were not told the truth until after more than a year of U.S. Army propaganda hoisting Tillman as a "hero" who died in a vicious firefight with Taliban forces. We see the very same pattern here. Did we really need this sisters untimely passing to finally get the Arizona bureaucrats to change the name of Squaw Peak to Piestewa Peak? Was it White guilt? What does this say about America and what does this really say about Indian people and our integrity? Squaw, a pejorative against Indian women and used commonly across the United States should have long been rescinded in favour of something else as a matter of human decency. The use of this and other anti-Indian symbology is wrong, period. Having said that, the possible utilisation of Piestewa’s memory as a bargaining chip to correct a historically ethnocidal wrong leaves more than a bad taste in my mouth. It's wounds me deeply and leads me to lose hope in the future of our peoples.

I see the United States propaganda apparatus in full swing here. Still playing on the Noble Savage illusion of the born warrior, the war hawks use Pfc. Piestewa is a magnet to convince Indians that the best economic opportunity for themselves and their families is to enlist in the military on the premise that seeing combat is akin to living the "traditional Indian warrior" role in Native society. Native veterans recieve immense respect in Indian Country and the military uses that fact to siphon our young people into imperialist wars, youth who would be better served steered back into their own communities and towards our elders. The idea of the "Fighting Indian" we see emblazoned on sports banners sustains this ugly and racist notion, in direct contradiction to what the mascot supporters claim to "honour." And Pfc. Piestewa is not honoured by this blatant disrespect. No Indian is.

While emotionally we honour this woman for doing what she needed to do in circumstances far beyond her control as a Native, a woman, a mother and friend to her fellow soldiers, we must remember that funerals are for the living. I suggest that we as a people in the wake of the obvious misuse of this Native woman’s memory ask ourselves why she needed to die at all.

And we as a people are allowing our youth to be used as cannon fodder for the American war machine. I cannot ask you to change your mind. But I can ask you to think about what you understand to be true. If for nothing else but to truly honour the memory and family of a fallen Indian sister, Pfc. Lori Piestewa.

The ruling could mean that as many as 4,000 to 5,000 tribal members may have to pay the state back taxes.

The opinion also stated that no reported case indicates that the Keetoowahs have such land constituting “Indian country,” but that the presence of land is a “question of fact that cannot be answered in an attorney general’s opinion.”

However, Keetoowah Attorney General Dianne Barker-Harrold said Edmondson’s opinion does not render the tags illegal because of that second finding — that the state attorney general cannot answer “the question of fact.”"

ICT [2006/03/24] South Dakota's abortion ban has sweeping implications: "PIERRE, S.D. - The South Dakota Legislature created a firestorm when it passed a bill that banned abortion with only one exception: to save the life of the mother. It was signed by Gov. Mike Rounds on March 6.

The bill will become law on July 1 unless either a lawsuit or petitioners get the issue on the November ballot. The law will make it a felony for any doctor to perform an abortion unless the procedure is necessary to save the woman's life. It would make no exception for cases of rape or incest.

Currently only one clinic in the state performs abortions: the Planned Parenthood clinic in Sioux Falls at the extreme eastern part of the state. Doctors from Minnesota come to the clinic, said Kate Looby, director of South Dakota's Planned Parenthood.

Looby told the Legislature that she would consider filing a lawsuit to stop the law from taking effect. She is now working to gather signatures on the petition. Some legislators, while debating the bill, were aware that a lawsuit would be imminent and that it eventually would end up at the U.S. Supreme Court. Some comments from the floor of each house reflected an interest in overturning Roe v. Wade. "

How much longer before the Native community in the United States recognises Two-Spirit people as an integral factor of Indigenous pardigms? This sort of prejudice has to stop. It's nonsensical and hurtful to people for no good reason other than we have absorbed the bigotries of those who tell us our histories as individuals and as Indians are defined by Eurocentric thoelogical sensibilities.

Yes, I'm Two-Spirited as well, read the header. But i'm not taking this personally except as someone who is tired of the hate. And Indian on Indian hate irks me the most. This is not a particularly good example on inter-ethnic bias while it is a excellent incidence of anti-human prejudice. Something Indians have learned from others.

I prefer to remain human. Regardless of the consequences.

Cucumber offering cited as among offensive actions

"A gay Aboriginal employee at Lakehead University has filed a complaint with the Ontario Human Rights Commission, claiming discrimination based on race, sexual orientation, and creed played a role in his dismissal.

Spencer Rowe says he had planned to protest inappropriate treatment at Lakehead as soon as he cleared probation, but he ended up being dismissed just before his six-month probation ended in November.

'My career has been utterly and totally destroyed,' Rowe said in a telephone interview in mid-March. Even if he wins his case, he said it might be difficult to get another job because universities tend to shy away from hiring people with reputations for rocking the boat.

In addition to filing a complaint with the Commission, he also plans to lobby the government to see what could be done to make 'creating cultural harm' a crime.

Rowe was with the Department of Social Sciences and Humanities at Lakehead University, which is in Thunder Bay in western Ontario. He was a student services councillor and he also handled the native access program. He said he worked hard to revive the nearly dormant access program and had brought in more than 20 students under the program, which was designed for Aboriginal students over the age of 21 whose education progress had been interrupted.

Rowe said he wasn't given any reasons for his dismissal; he was just handed a piece of paper saying that he hadn't cleared probation and he was told to vacate his work area.

However, Rowe said there were a number of unwelcome incidents in the months preceding his termination and that he had intended to take action as soon as he had more job security than he did while on probation."

To the Makah People who read this blog, I would hope someone with PC and Internet access does the right thing and comments on this non-piece and Dr. Yeagley in particular. Frankly, he sounds just like Sea Shepard captain Paul Watson when he and a crew of Euro Eco-activists told off a bunch of us Indians at Evergreen College some years back. They were telling us that they were there to help protect the "real" Indians from us "liberals."

Sounds similar to Herman Goering's insistence that the upper-levels of the Nazi party were at heart, "Zionists."

ALBUQUERQUE (AP) - The Navajo Nation's president is urging Navajos living in Albuquerque to form their own chapter to gain a share of funds and services from the tribe.

'Geography doesn't come between us. ... It's your land, too. That's what connects us. It's your resources. Why shouldn't you have a part of it?' President Joe Shirley Jr. told a group of Navajos over the weekend at the Albuquerque Indian Center.

There are 15,000 registered Navajo voters in Albuquerque, but officials estimate up to 27,000 live in New Mexico's largest city, Shirley said. Phoenix could have as many as 19,000, while Los Angeles and Denver have as many as 14,000 each, he said.

Shirley has long advocated that Navajos living in cities to create urban chapters _ government divisions of the tribe.

A chapter would ensure funding for the needs of urban Navajos, Shirley said. Navajo law requires only 1,000 signatures to start the process."

Six Nations members from a nearby reserve, claiming the land was stolen from them by the Canadian government some 200 years ago, have been camped out at the site entrance since Feb. 28.

Yesterday afternoon's deadline passed without immediate police action, but protestor Janie Jamieson wasn't declaring victory.

If he is telling the truth which should be fairly easy for Indian Country to check out since he claims to have contacted several Indian museums, tradtional Natives owe this man a great deal of support.

On the other hand, if he is fibbing...well, never mind. I keep hoping for something to rally the Indian people to stand on our rights knowing full well that many of us are more willing to kill strangers for Bush and Co. rather than shed a little "love" from teh European establishment.

One of two men whose federal conviction for stealing American Indian artwork was overturned says the pair simply wanted to protect the ancient petroglyphs from encroaching development.

Carroll Mizell, who served 10 months in prison after being found guilty in June 2004 of stealing the rock art, said 'we wanted to save the property.

'My whole intent was to free these things so they wouldn't be destroyed,' Mizell told The Associated Press on Wednesday from Redmond, Ore.

'We didn't do this because we wanted to put them on e-Bay,' he said."

BOTSWANA: MYSTERY DISEASE KILLING EVICTED BUSHMEN

At least fifteen Bushmen have died suddenly of unknown causes this year in New Xade resettlement camp and three remain in a critical condition. The deaths come as British Baroness Jenny Tonge and other peers insist in the House of Lords that the evictions have benefitted the Bushmen.

Gaseitsiwe Gaorapelwe died very suddenly after spots appeared all over his body. After being tortured by wildlife guards in 2000 for hunting, he said to a Survival researcher, 'Who will look after my children? The government is killing me.'

Gaorapelwe was evicted from his ancestral community of Molapo in February 2002. In July that year he told Survival, 'I want to go back to Molapo. I did not ask to relocate�. So I'm going back.' He did return to Molapo despite government harassment, but was evicted once again by armed police in October 2005.

Bushman organisation First People of the Kalahari said in a press release last week, 'Since the middle of January even more people have been dying [in New Xade] than is usual since our evictions from the Central Kalahari Game Reserve (CKGR). They have been dying quickly with vomiting, and difficulties to breathe. The authorities know about this but so far we are not aware that any doctor has been to New Xade to find out what is wrong� This shows that what the government says about New Xade being a place to
develop the Bushmen is not the truth.'

Baroness Tonge called the Bushmen 'stone age' and 'primitive' in a House of Lords debate earlier this month, and claimed the Botswana government had evicted them to provide them with 'education and development'. Lord St John of Bletso added, 'Many of the Bushmen have objected, but I take the view that it has been in the best interests of many of the Bushmen.'

The catastrophic health implications of removing tribal peoples from their land are well documented. Among the Innu of northern Canada, who were moved by the government in the 1960s, the suicide rate is at least twelve times the national average. Over 50% of Innu have diabetes. Both suicide and diabetes were unknown before the Innu lost their land.

Luis Macas, leader of the left-leaning Confederation of Indigenous Nationalities of Ecuador, told reporters Wednesday that his movement would end its protests if President Alfredo Palacio gave in to at least one of several demands."

Police initially said the blasts were 'typical of terrorist crime,' and President Evo Morales lost no time in denouncing them as an attack on Bolivia's democracy.

'This American was putting bombs in hotels,' Morales said. 'The U.S. government fights terrorism, and they send us terrorists.'

But other Bolivian officials discounted terrorism as a motive, saying the American appeared to be mentally ill."

The Coalition in Support of Indigenous Sovereignty - Native Caucus is asking that you take some time to phone, email or fax the authorities below to register your objection to a potential incursion onto Mohawk Territories this spring and at any other time.

This request comes as a result of warnings by community leaders in Akwesasne, Kahnawake, Kanehsatake and Tyendinega who are preparing for a joint Canadian Forces/RCMP raid on April 1, the latest in a series of actions designed to destroy the Mohawk tobacco trade.

Our position on this issue is as follows:

In 1876 the Indian Act imposed the band council system of government on the indigenous people of Turtle Island (North America). Among other things, this law:

1) Deposed already existing leadership to establish band councils and the areas over which they had jurisdiction. The Indian Act was passed without consultation with any indigenous leader, usurped the treaty process (nation to nation agreements) and made First Nations governments null and void, despite the fact that these governments had served our ancestors for millennia before Europeans arrived on Turtle Island. This is akin to the US government passing a law that disbanded the current Canadian government, determined what type of government Canada must have and designated the limitations of its power.

2) Made First Nations Communities economically dependent on Ottawa. The federal government controls the only sources of revenue for social programs, economic development projects or job creation in FN communities. Ottawa determines through a variety of legal and financing mechanisms what band councils can and cannot do for their communities. Even the process of pursuing a land claim is legislated by Ottawa, funded (or not) by Ottawa and decided ultimately in Canadian courts. Land usage on FN territories is determined by Ottawa. The sophomore class of Red Cloud Indian School led about 25 students in a protest of the school’s recent firings of two Lakota culture teachers, the confiscation of students’ tobacco ties made on a religious retreat, comparisons of Lakota spiritualism to mythology and allegations of mistreatment.

Bob Brave Heart, Red Cloud Indian School superintendent, said that although he is disappointed that the students hadn’t approached him or the school’s principal about their concerns, the school would not punish the students beyond counting them absent from classes.

“They do have the right to protest,” he said."

Liberty Counsel, an anti-gay legal group representing Exodus, sent Watt a cease-and-desist letter earlier this month claiming the parody violated Exodus's intellectual property rights and threatening legal action if the parodies were not removed. In a response sent today to Liberty Counsel, the ACLU's cooperating attorney, Laurence Pulgram of Fenwick & West, LLP, called upon Exodus to drop its attempts to censor Watt, pointing to case law holding parodies to be Constitutionally protected speech."

Native Unity: 'Meth On The Rez': "'In my family, we had 33 family members expire to alcohol,' said Kathleen Kitcheyan, the chairwoman of the San Carlos Apache Tribe of Arizona. 'Now we have something that's even more dangerous in our community. Crystal meth has really hit our reservation very, very hard.'
Kitcheyan tied meth abuse to 120 suicide attempts and 84 suicides on the reservation since 2002. Last year, she said 63 babies were born with meth in their systems.
Darrell Hillaire, the chairman of the Lummi Nation of Washington, reported similar problems. He said 41 percent of the 1,200 children born on the reservation in the last 10 years have been affected by drugs like meth.

'That's unacceptable,' said Hillaire, whose tribe was recently featured in a front-page New York Times story about a tribal member who oversaw a drug ring that smuggled meth into Washington from Canada."

In, "An Immigrant Nation? Not." Yeagley presents a concise turn on The Bell Curve aimed at all immigration to the United States after a "specific point in historical time." Dr. Yeagley is vague at this juncture but he powers on quoting Aristotle from The Politics and clarifying what he considers to be a verifiable fact, "America was not designed for Hindus, Muslims, voodooists, or Buddhists." So much for the Constitution.

I really have no idea where Dr. Yeagly is coming from and after a few years of reading him to see what America's "Only voice of conservative American Indian thought," has to say about news of the day, I really don't care. At least not anymore.

As I said in an earlier post, I've had my fill of the utter nihilistic rush to incinerate the planet and everything lives upon it. I love my people(s). But I have no emotional fuel left for Indians who still cling to the outdated and dangerous mentality that we "belong" to White America. And if European America has a problem with my analysis then they should ask themselves if they know anything at all about their own history.

We are not a product of European enlightenment. In all truth, our tolerance and sense of decorum enabled The European to become the powerful entity it is today. Without us teaching them how to live here, Europeans would never have lasted in these lands long enough to gain enough of a foothold to implement the early Euro-lebenstraumpolitik.

Wake up Yeagley, you're Indian. Remember that.

While the decision does not completely clarify whether all black freedmen descendants will be allowed into the tribe, it could set a precedent for future claims, attorney Damario Solomon Simmons said Monday.

Simmons said the decision was 'a narrow one' that nonetheless gave a basis that other freedmen seeking enrollment in the tribe could use.

'No Creek constitutional or treaty questions that we brought up were addressed,' Simmons said. 'The judge basically said the applications of Mr. Graham and Mr. Johnson should have been processed.'"

consent for what is effectively an undeclared war on our lands and against our
people. We must have custodial rights over our sacred sites and the recognition
of our traditional ceremony and practice entrenched in law.

"Unless The Queen instructs to make progress on these fundamental legal issues,
she will be facing the prospect of an International Criminal Court summons."

Prosecutors who are dishonest, who do not present evidence they know might support the defense, are not only unethical, they are criminal and they do a great disservice to the justice system. The damage is so great that, like technicians who fudge scientific evidence, prosecutors who do this - a likely minority - should face civil and criminal liabilities.

Society should reconsider its thinking about this issue. Williams probably did enough things to raise his value to society from zero to some value deserving of clemency from death. Treated thusly, he might have spent the rest of his life behind bars (assuming he was guilty) and died a natural death behind prison walls. He, or someone else, might have been proven innocent, which is truly moot if one is dead when the proof arrives.

And Williams or any other who might gain the life skills might have done more things beneficial to society before dying. For the worst, living a sterile existence for decades without hope is indeed a very powerful punishment, even bordering on torture. It is more powerful than wheeling them to a chemical death, the kind that sounds too compassionate to our drug enforcement people of the moment for the benefit of people in the palliative care institutions. I don't get the thinking here."

Cherokee chief calls for an 'Indian' Nation by blood

An Indian nation should be composed of people who are Indian by blood, the leader of the second largest tribe in the U.S. said last week.

During his State of the Nation address, Cherokee Nation Principal Chief Chad Smith criticized the tribe's highest court for engaging in what he considers to be judicial activism. He said the Judicial Appeals Tribunal, in a 2-1 decision on March 7, overturned the will of the Cherokee people by opening up the tribal rolls to the Freedmen, the descendants of African slaves who were made citizens of the tribe after the Civil War.

In response to the ruling, the Cherokee Nation began accepting applications from Freedmen whose ancestors appeared on the Dawes Roll, the document used to establish tribal citizenship. Although tens of thousands may be eligible, only 10 applied as of last week, The Oklahoman reported.

But in Smith's view, none of them should qualify because they do not have Cherokee Indian blood. He said Cherokee voters barred Freedmen from citizenship when they approved a new tribal constitution in 1975.

"Many Cherokees, including those who wrote the constitution in 1975, believed that Cherokee voters understood that a vote to approve the 1975 constitution would exclude Freedmen from citizenship," Smith said in his address made to the tribal council on March 13. Civil Rights Pioneer Delivers Last Sermon

CINCINNATI - The Rev. Fred Shuttlesworth, who worked with the Rev. Martin Luther King Jr. in the fight against segregation, retired from the ministry Sunday, delivering his final sermon as pastor of the church he founded 40 years ago.

Shuttlesworth, who celebrated his 84th birthday this weekend, survived threats, beatings and attempts on his life during the civil rights movement in Birmingham and Selma, Ala. In his sermon, he recalled the night 50 years ago when someone set off dynamite outside his bedroom window in Birmingham.

"They were going to blow me to heaven that night. It had my name on it," Shuttlesworth said. "But I heard him say, 'Be still! God is here. Wherever you are I will be with you.'"

EXORCISING COLONIAL DEMONS -- HOW THE U.S. LOST TO THE WESTERN SHOSHONE AT THE U.N.

MNN. March 16, 2006. On March 10, 2006, the United Nations Committee for the Elimination of Racial Discrimination found that the United States was denying the Western Shoshone people 'their rights to own, develop, control and use their land and resources'. They warned the U.S. to respect their obligations according to the Convention'. The U. S. was urged to 'freeze',
'desist' and 'stop' their actions against the Western Shoshone and abide by the Committee's 'Early Warning and Urgent Action Procedure'.

The Western Shoshone land base covers approximately 60 million acres, stretching across the states of Nevada, Idaho, Utah and California. Their land rights were entrenched in the 1868 Treaty of Ruby Valley. The U.S. used a procedure similar to that of the Canadian and Ontario governments when they turned land belonging to the Stoney Point people at Ipperwash into a park. The U.S. declared the Western Shoshone lands had become 'public' or federal lands in violation of the treaty."

American Indian gangs: A circle of self-genocidal angst destroying what is left of traditional lifeways

In light of the last post, I thought it prudent and cautionary to post this article as well. It is a bit dated in that the problem has become much worse in 2006, but I would hope that all people of good-will will see all of this disharmony and violence as what it is, a diversion from what humans COULD be doing with our existence.

I don't mean to be metaphysical, but really, I am so tired of all the violence and the hate. The highly visible hate we are saturated with on a second to second basis in popular culture and the insidiously invisible hate in the political arena that enables global disorder to occur. It is a confusing and seemingly never-ending cycle of unhumanity to man, Earth and animal. The planet is dying, slowly. Indian people are still living in a world of hurt. People are starving, even those among the Euroamerican settler-class in the U.S. There are several ongoing major military conflicts and more than three dozen "minor" cases of civil unrest occuring as I write this, yet all I can do is write this. I want it to stop. I want it all to stop.

I cannot help but think of the children. The newly born and barely lived thrust blindly into a world of pure chaos. Young lives who may possibly never know a day of world wide peace or universal solidarity on a truly egalitarian level. I want children yet, I dare not curse another child with existence within this maddening and increasingly nihilistic dead end.

Am I pessimistic? Yes. Why? Because I see so few people honestly trying to bring a real halt to the metaphorical Hell I just described. Yes Virginia, I know all about the activism of the 60 and 70's and of the very enlightened liberal and progressive efforts that lead to my current skills in typing and the ability to sit anywhere I like on the bus. Having gotten that bit of ego-stroking out of the way, yes, I've heard this argument before and I emphatically do not agree.

IF, people, European, African, Indigenous, whatever...if people were serious about peace and justice, we would have had it centuries ago with the advent of religion. All religions espouse good works and such, peace and fraternity amongst all men.

I am not knocking religion. I am asking all of you folks out there that say you want peace, to actualise peace. Please, if you say it, mean it.

We need some peace. Especially our children. Please, consider it.

And my Native Brothers and Sisters, please, practise peace. Gangs are not part of our cultures. Respect for human life is.

He bears the scars and tattoos from 16 years as a gang banger. Now 25, he is fighting the good fight, trying to persuade young gang members to go straight. But Mr. Osegueda is no urban gang reformer. And he labors far from the concrete jungle. He's an American Indian trying to curb the rising influence of gangs on a reservation. In recent years, his Tohono O'odham nation here in southern Arizona has seen a disturbing increase in gang activity with a corresponding increase in violent crimes. Nationally, studies indicate the number of gangs in Indian country has more than doubled since 1994. Researchers say gangs are a problem in more than three-quarters of the nation's Indian communities, and some tribes report homicide rates that exceed those of notoriously violent urban areas. Indian communities are fighting back with a combination of law-enforcement and intervention efforts designed to reconnect tribal youths with traditional cultural values. Officials in some communities say they are beginning to stem the tide. "
